Good Harbor Techmark is a registered small business that is the product of the combined history of Good Harbor Consulting, LLC (Good Harbor) and Techmark Security Integration, Inc. (Techmark).

Good Harbor Consulting, was founded in 2003 as a Washington, DC consulting firm. Techmark was founded as an independent company specializing in security design and engineering services. For over 20 years, the organization grew to become a premier leader in designing and implementing exclusive security concepts to clients throughout the world.

Today, Good Harbor Techmark remains aligned with the other entities and shares the fundamental mission of providing a unique approach to organizational resilience by tailoring services between strategic and technical assistance to our clients.

Frank Gallagher
PSP
Mr. Gallagher is an ASIS Certified Physical Security Professional with extensive experience in physical security systems analysis and design, risk assessment and critical infrastructure protection. Mr. Gallagher specializes in systems engineering on large-scale, complex projects and has been directly responsible for a significant number of security-related projects, incorporating a variety of equipment and engineering functions at numerous universities as well as within the public and private sectors. Mr. Gallagher has been involved as the lead security designer and project manager for numerous residential and commercial projects, including work with Fidelity, the Genzyme Center, Fan Pier Buildings A, B and F, and Babson College campus and student housing expansions. Mr. Gallagher is an expert at systems integration, master planning, technology evaluation, design, and project management. Mr. Gallagher holds both a Bachelor of Science (with highest honors) and Master of Science in Mechanical Engineering from Rochester Institute of Technology.

Michael Lucy
Mr. Lucy is an experienced organizational resiliency advisor and has worked with public and private organizations during a career spanning over 19 years. Mr. Lucy recently worked with various Massachusetts State Agencies for vulnerability assessments and implementation of security countermeasures at government buildings. Prior to Good Harbor, Mr. Lucy worked in Lowell, MA for one of the World’s largest insurance brokerage firms where he led a team creating customized insurance and risk management programs for various clients to include property management companies and higher education. Mr. Lucy is a Lieutenant Colonel in the U.S. Army Reserves and has led operations during state emergency missions, peacekeeping and combat deployments. Mr. Lucy maintains an active Secret Clearance, is trained in project management, and holds a Master’s in Business Administration from the F.W. Olin School at Babson College and a Bachelor of Science in Systems Engineering and Management from the United States Military Academy at West Point.

Matthew Allain is a Director at Good Harbor Techmark, LLC. specializing in the engineering of physical security systems, including access control, video management, communication and perimeter intrusion detection systems, as well as the design of security operation centers, security control rooms and sensitive compartmented information facilities (SCIF). Mr. Allain is responsible for design coordination, addressing architectural, code and regulatory issues as well as providing security technical specifications, cost estimating and implementation oversight. Mr. Allain is a Registered Architect, Member of the American Institute of Architects and licensed Massachusetts Construction Supervisor.

Ms. Paczuska is a project resource and associate at Good Harbor Techmark, who focuses in electronic safety and security designs, research of new security technologies, as well as emergency preparedness and management trends. Her skills include BIM (Building Information Modeling) software such as Revit and AutoCAD, 3D computer modeling, and Adobe software such as Photoshop, InDesign, and Illustrator. Ms. Paczuska is a licensed Massachusetts Construction Supervisor as well as a Construction Manager In Training and member of the Construction Management Association of America. She has also completed her Masters of Science in Construction Management and has a Bachelor’s of Science Degree in Architecture from Wentworth Institute of Technology.

Mr. Lattin is a Security Engineer at Good Harbor Techmark who focuses on security design drawings. His skills include Building Information Modeling (BIM) software such as Revit and AutoCAD, and Adobe software such as Photoshop and Illustrator. Mr. Lattin received his Bachelor of Science (with high distinction) in Architectural Engineering at Worcester Polytechnic Institute.
